Since 1995 CSO has provided a variety of services to both large and small business clients. Some examples of our past performance include:

Lucent Technologies Inc.

Provided support for the development and preparation of a new Lucent GSA Schedule.  The effort included the entire process from review of the GSA Solicitation through approval and submission of the final proposal.

Provided Market Research to support contract awards to Lucent for products and services contained in quotes submitted to General Services Administration (GSA) regions for GSA Schedule procurements.  Highlights of achievements:

  • Suppliers/subcontractors of GSA Schedule products were identified resulting in new teaming agreements and increased capability to support the customer’s total requirement.

  • Product databases directly supported Lucent automated ordering and billing systems resulting in elimination of manual data entries and the resulting cost savings.

Provided on-site consulting services in support of Market Research of Competitive Pricing, GSA Schedule and Blanket Purchase Agreement (BPA)

Guidance, Federal Acquisition Policies/Procedure Analysis, Contract Administration, Proposal Preparation and Program/Project Management.  Highlights of achievements:

  • Developed agreement between GSA Southwest Region and Lucent to provide the FAR/GSA required Market Research and the resultant contract award.  

  • Prepared a Video Teleconferencing Systems Maintenance and Support (VTSMS) proposal that resulted in a two-year contract.

  • Provided Project Management support for the Ft. Hood, Texas Common User Information Transport Network including quote preparation, contract management and order and billing processing.

Prepared an Unsolicited Proposal for Electronic Video Room Equipment Maintenance Service.  The Unsolicited Proposal offered to provide continued video teleconferencing maintenance support to Government customers at a reduced price from the then current contract.  The effort included reviewing current Federal acquisition policies and procedures, gathering technical information, preparing the proposal, coordinating  with the Lucent staff and management and forwarding the proposal to the Defense Information Technology Contracting Office

(DITCO) for review and approval.  Highlights of achievements:

  • The Government did not accept the Unsolicited Proposal.  However, the information in the Unsolicited Proposal highlighted to the Government the need to continue to provide video maintenance support for their customers.  As a result, the existing DISN Transition Contract was extended and a subsequent solicitation resulted in the VTSMS contract.

Government Systems, Inc.

(Through Latham & Watkins Attorneys at Law, Washington, DC)

Provided consulting services for a General Accounting Office (GAO) Protest.  Services included telecommunications and contracting research and analysis of the Government RFP (Request for Proposal), proposals submitted by two vendors and preparation of an expert declaration of findings.  Highlights of achievements:

  • The consulting support lead to a pre-trial settlement.

  • Government Systems, Inc. was invited to participate in the protested contract.

MCI Telecommunications Corporation

Provided Defense Information Systems Network (DISN) Switched/Bandwidth Manager Service (DS/BMS) Proposal Red Team support.  Provided revision support of the Management Proposal Section.  Highlights of achievements:

  • MCI Telecommunications Corporation was awarded the DS/BMS contract with an estimated value of $2B.

SIGCOM, Inc.

Provided bid/no bid and prime/subcontractor analysis of the DISN Video Services – Global (DVS-G) RFP.  Highlights of achievements:

  • SIGCOM was able to team with a prime contractor on the RFP.
